Operations Manager

About the position

Summary: The person holding this position provides leadership to the plant operations personnel for the safe and efficient operation of generating equipment under the general direction of the General Manager. He/She manages the daily operation of the facility to ensure that the environment and plant personnel are safe. Develops and maintains start-up, shutdown, normal, abnormal and emergency operations procedures, monitors and tracks plant operating performance, and prepares operating and outage reports. He/She ensures that all plant operations are performed in compliance with all permits, laws and regulations.

• Directs and leads the activities of control room operators, outside operators, and other personnel assigned to the operations department to ensure that generating requirements and plant efficiency are maintained, and that local, state and federal regulatory requirements are met.
• Interface with Energy Management department to ensure plant operation fulfills market obligations.
• Develops, supports and coordinates facility outages, testing and regulatory compliance obligations.
• Implement and improve consistent operational processes, procedures and training.
• Develop and maintain an accurate operations shift schedule for personnel ensuring each shift and outage period is adequately staffed.
• Investigates operating abnormalities and incidents to improve equipment availability and performance and to minimize maintenance requirements.
• Prepares necessary plant operation reports in a timely manner and investigates all forced outages.
• Recruits, interviews and assigns employment candidates and assures complete safety training and orientation for all operations group members.
• Prepares operating department budgets and/or makes recommendations to the General Manager relative to operating and capital budgets.
• Acts as project manager for scheduled and defined facility projects as needed.
• Maintain inventory and procure as required operating supplies, including chemicals and other VOM commodities.
• Maintain and report liquid fuel inventories in conjunction with Energy Management.
• Reviews and provides operational input to maintenance and assists in the evaluation and troubleshooting of equipment abnormalities.
Establishes individual and department goals based on market dynamics and the needs of customers, employees, the owners and other stakeholders.
•Support the EHS Manager and Engineering Manager in process and procedure development and implementation, root cause analysis, document control and change management programs.
•The Operations Manager will be the primary technical point of contact with ISO-NE and the transmission operator for non-real time communication of production issues, outage requests, data submittals, required audits and information.
•Acts as facility NERC Compliance Coordinator (NCC) responsible for the direction and oversight of facility functions pertaining to NERC Reliability Standards including NERC GADS submittals and other internal control processes.
•In conjunction with the Maintenance Manager acts as SME and maintains compliance with the various NERC Operations and Planning standards.
•In conjunction with onsite and remote RSCG resources acts as SME and ensures compliance with the site’s NERC CIP Medium OT cybersecurity standards.

Education/Experience Required
Bachelor of Science degree in engineering or equivalent technical leadership experience required. 5+ years of power plant or similar experience required. Gas turbine combined cycle experience is highly desirable. At least 2 years’ experience supervising technical, supervisory and administrative personnel required. Strong leadership and motivational skills required.
